A lapsed gas safety record is a legal problem before it is a safety problem. Landlords have a duty to have appliances and flues checked annually and to provide the record to tenants. Falling behind puts you in breach of that duty, and the paper trail is exactly what gets examined when anything else goes wrong.

The safety issue is the real one. Faulty appliances, blocked flues and inadequate ventilation produce carbon monoxide, which tenants cannot detect. Annual inspection with combustion analysis exists specifically because this hazard gives no warning, and because tenants are relying on someone else to check on their behalf.

What is inspected on a gas safety check

Each appliance is checked for gas tightness, correct operating pressure and heat input, satisfactory ventilation, and safe flue performance. Where applicable, combustion is measured with a flue gas analyser to confirm the appliance is burning within specification.

The installation pipework and the emergency control valve are also examined, along with the accessibility and condition of the meter arrangement. Safety devices on appliances are tested to confirm they operate.

The outcome for each appliance is recorded on the certificate, along with any defects identified and the action taken. Where an appliance is classified as unsafe, that is explained clearly at the time, not left for you to interpret from paperwork afterwards.

CP12 versus a boiler service

These are frequently confused. A gas safety record confirms that appliances and the installation are safe on the day of inspection, and it is a landlord's legal obligation. A boiler service maintains the appliance itself: cleaning, component checks, and the documented record that manufacturers require to keep a warranty valid.

One does not substitute for the other. A property can hold a valid CP12 while the boiler has not been serviced for years, and an unserviced boiler under warranty is an appliance with no warranty in practice.

For rented properties we generally recommend doing both in the same visit. It is one appointment for the tenant, one set of travel, and it puts the service and the certificate on the same annual cycle so nothing drifts.

Appliances beyond the boiler

The certificate must cover every gas appliance in the property, which in practice often means more than the boiler. How often do I need a CP12?
